The only marking on this lighter, is the word Penguin.
Can anyone identify the design on the sides? Is this what is known as a ‘table lighter’? It is 3 – 3/4 inches tall.

Yes a table lighter. Nice coat of arms, Jules who has a booth Down Under may know it, I recall she has related items. That sea horse handle is very unusual. It’s a nice item, good luck with it.
Did you pull the top off and see if there is anything written on the bottom of the striker/fuel tank mechanism? You probably did, but just thought I’d mention it.

Yes, this is a table lighter. The design is Coat Of Arms of the double-headed eagle holding what looks like scroll and a book or could be even a lighter?. The Coat of Arms could represent a country, state, company, university or a large estate. This one looks like a Russian coat of arms but it is not. This coat of arms could have been modified by this company from other designs to be their own or its truly represent country estate etc… It would have been helpful if there were other names included.

I had not looked closely under the striker, but have now done so. There is no writing or marking under there. Actually, although I said Penguin was the only writing on the lighter, it does say JAPAN on the opposite side of where it says Penguin.
Originally, I thought the coat of arms looked German / Bavarian, or similar, but that really wouldn’t fit with the sea horse.
I didn’t mention that the opposite side of the lighter, where the coat of arms is on this side, is just plain.
