I have had a seller make an offer on an item in my booth. The price shows up as a regular price and takes off the CIJ discount. But the shipping area has dashes through it. Does this mean he is asking for free shipping or does it mean that the shipping just hasn’t been figured in yet? I appreciate your help because this is the first time I’ve had a offer.

Offers always include the cost of shipping. You would have to counter with the shipping cost added to it. The person is making an offer that includes the shipping, if you accept the offer, you will have to cover the cost of shipping.
