I do not sell out of the U.S.
I received a E-Mail purchase notice in a foreign language
with a US address.
Pay-Pal said the buyer is “Non- US Verified”
Any red flags of any kind here

If this was my item/sale, I would make my decision on the sale amount. In other words, how much would you lose if the sale was some kind of scam on the buyer’s part?
Question 1: I would question and want to know how the buyer completed the sale if you don’t ship outside of the USA. Perhaps the buyer was out of country (hence, the “Non-US Verified” designation on the buyer), but is requesting shipping to a USA address.
Question 2: the email purchase notice in a foreign language is suspicious. PayPal should have sent you notification in English, regardless of what county the buyer may be located in.
I would contact PayPal and ask questions about the transaction before shipping any items. And, you should still consider the possible loss of merchandise through either an INR claim or somebody claiming unauthorized purchase from their account. In both cases, somebody would have your merchandise and you might lose the payment.

Since it’s verified and you’ve received the money to your PayPal account, I think, you should complete this transaction and send the item to the address the Buyer provided (as long as it was sent via Bonanza messages).
Family members or business partners often are all over the world, so it’s not unusual to buy something and ask the Seller to send it for somebody else, who lives far away.
Or, maybe, because of your [URL removed] “I do not sell out of the U.S.”, if somebody would like to buy your item, then he would have to give you some US address…

Absolutely i would call paypal. first thing I thought of was a stolen account of someone else’s that paypal may not have caught….It could all be legit, but best to make sure.

I can think of a couple of things you might want to try.
1. Contact them and let them know that you don’t ship outside the US and then refund their money. Sounds a bit fishy to me personally. If your ad specifically states US shipping only, the you would be fully justified in refunding and I’m pretty sure that Bonanza would back you up. You could write Bonz and ask if they would.
2. Contact the buyer and let them know that you normally do not ship outside the U.S., but to do so, you need to have a Non-US verified address prior to shipment. Then ask them to get verified on PayPal.

i have had some sales like that it is usually a person buying a gift for someone in the USA Have never had a problen but that is just my experience but the email i got from paypal was always in english

May I also remind you that your postal insurance does not cover return postage from any foreign port? If the customer’s shipping pool makes a mistake, you are out of luck!

REMEMBER THAT YOUR BOOTH IS ADDED TO OTHER SITES AND THIS IS HOW IT COULD HAVE OCCURED ,HOWEVER I HAD A SIMILAR EXPERIENCE WITH EBAY THEY COULD NOT HELP AND ALTHOUGH ALL WAS OK THERE ARE PEOPLE WHO CAN AND ARE ABLE TO USE THE SYSTEMS ON SITES TO EXPOLITE GENUINE SELLERS FOR THERE OWN GAIN CHECK THE WEB SITES THAT YOU ARE CONNECTED TO VIA BONAZA .
