International proposed offer-i dont get it

So I have a “proposed offer” on an item. The offer is the price of the item, but there are — in place of the shipping cost. The buyer is in another country. Are they saying they want free shipping, or do I have to accept a purchase offer from an international buyer ? I am afraid they are asking for free shipping, which I can’t do since it’s more than the item, but I am not sure if it’s just because it’s international or if they want shipping included. I do not have the option on my items to accept offers.

It means that shipping is not set up for area where the international customer lives, therefore the buyer could not checkout.

The offer is sent to you so that you can add the shipping to the invoice.

If you have “Buy it now” enabled for your booth, the only time invoicing would apply to you would be in cases where a buyer was requesting to order items for which you hadn’t specified a shipping price to their location (or where the shipping price couldn’t be calculated for some other reason, like if you use calculated shipping and the USPS/UPS calculator is unavailable)..

If it is a true OBO then the only thing you can do is accept or deny it…the option to add shipping has been removed from OBOs

Thanks for the response. I have it set up to ship internationally and I even tried to add shipping to the invoice and it won’t let me. :(
