What is ebay advertising in the 13% level?

I have not opted in to the 13% advertising level because I've always assumed that I needed an eBay shop to benefit from it. I do have 1 product listing at eBay, but I never want to have a shop there. This is what the 13% level states on the ad...

Instant offer price - how to change?

I have an item that I'm editing and it has an 'instant offer price'. That means anyone can buy it at that price, which includes shipping. Since s/h costs have risen so much, I want to delete the IOP, but I cannot either change it or delete it....

How long does it take before i start seeing traffic?

I posted items yesterday and have had one view in 24 hours. I chose 19% commission. Do I need to be a member before I see traffic? I can't make sales without traffic. Is their a trick to it?
