How do you check if your application to advertising is active?

I filled out the form to start advertising on Google but I saw nothing confirming that my items are in fact being advertised?

Is the extra commission worth it?

Is it worth it to pay the extra commission to promote your items on google shopping and/or ebay? My sales have died and I do not show up in google anymore. Just wondering if paying the extra commission will help.
