He was the son of the painter Leo Steen and the brother of Etienne Steel. Albert Steel received advice and support from his father but developed mainly self-taught. He painted landscapes, portraits, still lifes and flowers. He worked in Lovendegem. He is mentioned in BAS I and Two centuries of signatures of Belgian artists.
