Original: The first document in the pictures is the 21 pages report Disturbed Condition of the Country: Minority Report headed by Mr. Taylor ( Miles Taylor from Louisiana ). January 1861. 6 by 10 inches.
Miles Taylor (July 16, 1805 – September 23, 1873) was a member of the U.S. House of Representatives representing the state of Louisiana. He served three terms as a Democrat.[1]
Taylor was born in Saratoga Springs, New York. He served in Congress from 1855, until Louisiana's secession from the Union.

Thomas Amos Rogers Nelson[4] (March 19, 1812 – August 24, 1873) was an American attorney, politician, and judge, active primarily in East Tennessee during the mid-19th century. He representedTennessee's 1st Congressional District in the 36th U.S. Congress (1859–1861), where he gained a reputation as a staunch pro-Union southerner. He was elected to a second term in 1861 on the eve of the Civil War, but was arrested by Confederate authorities before he could take his seat.
