It is more a support or briefs type of lining -- the lining is black not blue. These shorts are for running or sports training. They have an elastic waist, a drawstring closure, and a small zippered pocket at the back of the waist. The waist measures about 18.75" across laying flat, so about 37.5" total. The elastic waistband will allow for at least another inch or two at the waist for someone up to at least 39" waist or maybe even 40" waist. Also the drawstring would work for a waist somewhat less than 37.5". Please review the photos and the following measurements.
