This ash tray is made up of two pieces. There is a little stand with a large circle cut out where a glass dish sits. The dish is a tan color. The little stand may be bronze, but it is a heavy metal. There is a little protrustion where it can be picked up easily. The little protrution has a small flower design on the top. There is a small hole in the middle of the flower. I cannot see any evidence that anything was ever attached at the hole, but the only other piece like this I have seen had a little animal in the same metal attached at the hole. This could certainly be a dresser piece and not an ash tray, but the other one I saw was advertised as an ash tray. It makes sense in that the dish portion could be removed for cleaning. The dish portion has a pin sized piece of paint missing. It can be seen in the photo at approximately your 12:00. I have concluded this glass piece is the difficult or rare piece since it is breakable. I have no evidence it is Victorian, but I think that is a reasonable conclusion.
