Thomas Stone was one of the Founding Fathers and I think this probably relates to the US ship of that name which was sunk in WWII, fortunately all personnel were removed. Looks like an English made patch to me and I wouldn't want to begin to guess when it was made, although no it is not WWII vintage, I will go that far. "Latin is a language as old as it can be. Error coins come at a premium but I don't think that is the case for patches. It has been here long enough so the price asked is low, it still looks good and it is very scarce.
