Looks like make-up, but it could be the red bleeding into it somehow. I am not sure at all. The collar kind of has a lightish hue of this as well in some spots. Not easy to notice unless you are in very bright lighting. This is an awesome looking well made Motorcycle Cafe Jacket! Even with the flaws noted! The dry cleaners may be able to remove this as I am not an expert. This will protect you from the elements while riding and looks awesome!
