How do i set up an item to sell to be "non-refundable"?

I just purchased a sansui refurbished 9" tv/vcr for advertised $98.01 plus shipping supposed to be $24.28, but when i got to final page, it said shipping was $31-& nothing on final page about being a refurbished set...why these differences?
