To grow rosemary from seeds, follow these steps: Fill seed trays or pots with seed-starting mix. Wet the soil to ensure it's moist but not soaking. Sprinkle rosemary seeds over the compost surface. Lightly cover the seeds with a fine layer of compost or vermiculite. Cover trays or pots with a transparent humidity dome or plastic bag. Place the covered trays or pots in a warm spot. Be patient as seedlings emerge 1st class mail is used so there is no tracking.
