It is dated 1942 and was signed by the Postmaster General of that time, as well as bearing the signature facsimile of Franklin Roosevelt. The document is framed, and the glass is intact within the frame, however, it is quite dusty and will need to be cleaned. The frame is a simple wooden one, with the original cardboard backing still intact on it. The entire piece is 15” from top to bottom, and 18.75” from side to side.
